I have two of these that I made in woodshop back in high school. Ones in the living room and one is outside. In the kitchen we have some generic plastic tub trashcan, looking to replace it with one with a lid though to make it harder for the dog to get into.

No, you're just dumb. In the states they do it in, let's take Michigan for example since that's the state I go to. If you buy a 24 pack in MI you pay for the soda plus an extra $2.40, 10¢ per can, which is your incentive to recycle them. If you buy 10¢ returnables in a state that doesn't do it, you don't get charged the fee. Then you bring them to Michigan and get 10¢ a can for recycling them, which is supposed to be a reimbursement but you never paid the 10¢ a can fee to begin with.
