Not necessarily, could also be a solution of like 20% hydrochloric acid - one of the "rust remover" mixtures. Or some oily coating or some other shit to reduce / stop further contact with air or water. Or something else.

But they could have put it in there. Certainly gives them the claim to "remove rust". It's probably not a valid fix, will more likely fuck up your device and maybe part of you (horray especially for hydrofluoric acid in unknown concentration), but that's what the warnings are for - right?
