A) Because it only installs updates that slow down your PC so you're amazed when a fresh 10 install is significantly slower than a fresh 7 install.
B) Because it deliberately sucks up all the CPU so you upgrade to 10 and are amazed when it's slower than a non-updated 7.
Here's my advice, and I think you'll agree: Win+R -> services.msc -> Windows Update -> Disabled and Stop

Windows 7 updater has this bug. It will just run for hours upon hours, the only way to fix this is let it do it's job for over 12 hours and then update to the latest versions (that include telemetry).
