Ran into a similar issue with a file the other day. Can't remember what I did to fix it.

Stream 0:1 is the second stream of your input file. What does mediainfo say your second stream is? I'm guessing audio, in which case, try using -an instead of encoding audio, and see if that executes. If it does, then something's up with how the audio's handled.

Also, try adding -f webm, and

Can you encode the audio separately?

Try extracting it and encoding that directly.
