Even when that isn't the case, thousands of these guards live in suburbs spread out everywhere. I personally know of a case where a 13 year old babysitter was raped to death by a guy that in a half way house for drugs. The parents sued the state and prison guards actually contacted them to let them know that they sympathized. The guy that did it was almost raped to death in prison and was in the IC for 3 weeks.
