Basically. You can replace one entirely with an Nvidia Shield if you're okay using Plex. That's what I do, I also have a Steam Link streaming games from what's basically become a gaming server to my TV.
HTPC builds are pretty much useless now.

I'm still using Windows 7 solely for for that reason. WMC is the only piece of software that actually works for TV tuners.
