Local machine only store encrypted cache files for apps, maybe even deleted on shutdown/restart or a ramdisk style of use.

OS will be a minimal one only to provide minimum offline access, still require authentication or certs (with expiration date if not connected or validated from another device, with code cards system like those used in banks).
