It's not really the CPU as much as the CPU and software combination. The PSP is a much more capable device while running at a 3rd the clock (if overclocked, stock for most games was 233MHz or something, and I know it's not a perfect comparison to use clock to compare devices across architectures but still) and with much less memory.
