It wasn't even compatible with Nvidia cards when it came out. DX12 fixed that, Vulkan half assed on the Nvidia support (see Doom).

They kinda do. GPUOpen is a initiative into this direction. They launched Mantle to show that their hardware werent (so) shit but the software that didnt used it right. The amount of performance gain in the FX series were abysmal.

It's a shame that even with mantle it trails behind Intel.
The gap is much smaller though and AMD FX users can put off upgrading for a while now.
Best value processor on the market for a while has been FX6300 I believe, followed by the A8 7600.

I actually got a pretty significant fps boost using vulkan on a gtx 970. Maybe it helps me out more since I have an older CPU (i7 950)
