you've either stolen or have come across a stolen device. due to apples high level of security, there is absolutely no way to bypass iPhones or iPads locks (theyre not shitty androids)
you either have the choice of selling it locally for a very small sum (no one buys iCloud locked devices) or turn it to authorities.
