Can we talk about what make websites shitty or good?

This for me is an very well-made website. Sure the icons are a little outdated, but notice the intuitive UI but more importantly the fucking SPEED and lack of shitty scripts or ads that you need to take care of with attachments. Why can't more websites be as fast and responsive as this one? Everything nowadays is bloated as fuck

yesterday I was browing HN and discovered that wiki.c2.com moved from plain old static fast and reliable html website to shiny heavy slow ajax javascript (that sometimes don't load) to bring the exact same amount of information and zero value added.
We need to get rid of
- browser plugins (flash, drm) and addons (we can adblock on network level, like host file or firewall/router)
- javascript
Preferably everything we currently have and only allow something basic like markdown.
Picture relevant. What Google search could look like. Without CSS the user can decide what color scheme they want to use. (like night mode)
