I'm concerned about how authoritarian a regime my country is becoming and would like a safe way to explore the clearnet.
Is there a way to do this safely?

NSA can still de-anonymize 100% of connections in real time because of hardware backdoors, but they wouldn't tell that to some FBI guy or a foreign country.
Maybe China can do it too.
However, unless you'd be taken in charge by the NSA, you should be safe.
