Hi, I am looking to get some sort of Windows program with which I can manipulate audio easily.
I would like to do these things in particular:
-string together snippets of audio into a longer piece
-layer multiple audio recordings on top of each other
-pitch shift, distort, etc
If you know of any programs that do this or if you like a particular one you are using, please recommend them to me.

Listen up you ungrateful little shit. Audacity perfectly does whatever you mentioned. You didn't say anything on UI. Since its FLOSS why don't you just go ahead and rewrite the UI? Or get kiked by a ™ software.
Also the UI is perfectly fine and intuitive for audio editing.

Ableton does what you asked and more
Renoise does what you asked with much more control and options
Protools does what you asked in a live recording usage
