Microsoft showing off Windows programs running on a SD 835 is actually more about enterprise than consumer application. A Qualcomm powered phone or tablet could run some X86 Windows programs, but if that were really a huge appeal then intel wouldn't have lost billions on contra revenue selling chips no one really wanted.
What they're effectively showing is that Qualcomm's server CPUs have some legs.

Microsoft hedging bets and getting a foot in the door for an emerging ARM desktop market isn't unlikely either. In a few years all the rPi like devices will be much more powerful, more fully featured, and if Microsoft has their way you'll be running Windows on a lot of them.

What do you all do with your computer that you can't do on something ARM based? Just games? I'm not really having any problems continuing to use an old AMD Phenom 9550 (4 core 2.2 GHz) from 2008 and considering processors have gone through 5 die shrinks from 65 nm to 10 nm since then (just as many as between the Pentium Pro/Pentium II and my processor), I'm having a hard time believing that one of today's higher end ARM SoCs couldn't match or possibly exceed my processor if given decent cooling.

I think Cortex A57 cores are pretty close to Jaguar in over all performance per clock, A72 are significantly faster. Jaguar is pretty close to the performance of a larger K8 core, sometimes faster, sometimes slightly slower.
