From the command prompt, type diskpart and press Enter.
The diskpart prompt will open.
From the diskpart prompt, type list disk and press Enter.
From the diskpart prompt you will need to select a disk disk number
A message appears saying that the disk is selected. You will return to the diskpart prompt.
From the diskpart prompt, type clean and press Enter.
This will scrub the file headers and make them show back in the C: drive. From there you just move them back into the steam folder. This will re designate the file header making it available again.

Run the disk cleanup utility, it removes more than just the old windows folder, also a lot of old windows updates files. and it does it right, you shouldnt manually delete the stuff.
