I'd be kind of OK with an installation media which makes you choose over gnome/kde/unity or any other, but I would also imagine that people want a small installation media that wont take up so much space with unneccessary stuff (especially when you're creating a "lightweight" OS like xubuntu).

I use it. My wife has used it since 2007. It works and anything I want to change tends to take < 5 minutes.

Pre-virtualised I had a windows box in parallel. Now it's become a mess around Gentoo box.

You made the theme arc-dark, but you also need to make the wm theme arc-dark. Go into Window Manager settings and change that.

The devs don't bother with aesthetics because there are two types of linux users:
The ones that don't care about aesthetics and use whatever is most comfortable to them.
The ones who care about it and end up customizing everything to their liking.

The only ones not fitting in those two cases are newcomers who are still deciding which distro to use and are drawn by the most shiny screenshots.
