I intend to purchase a VPN tonight, and am looking for recommendations. I used to have a copy of the wonderful spreadsheet that outlined the specifics of different VPNs. If anyone can provide that spreadsheet, or provide recommendations for privacy & security focused VPNs, I'd be much obliged.

Proxies are higher layer on the stack and generally require a program to be specifically written in such a way that it can use a proxy.
VPNs are just virtual network connections, they don't even have to be used to route internet traffic. But if they are used for that purpose, everything happens at a lower layer and regular applications don't have to do anything special to use it. For instance I use a layer 2 VPN hosted on my server, not for actual internet traffic but to get access to my network remotely.
