It's not a full Windows 10, it's a RT resurrection that's upgradable.
The reason behind this is to compete with cheap Chromebooks.
If you get a Windows 10 Cloud machine, you can choose to upgrade without getting a new machine which is a huge advantage over Chromebooks

Well in the preview, there is Windows Starter, Windows Cloud, Windows Pro, and then Enterprise versions.

I assume Cloud will end up being the new Home, but there's already documentation out stating Cloud users can upgrade to Pro if desired. I'm also assuming that there's a way for certain institutions (ie schools) to prevent this upgrade to keep users in the Cloud version.
