Earths gravity isn't the same everywhere. Wifi works with electric fields and since they always create magnetic fields, you can compare that against the gravity to know your latitude and altitude with extraordinary precision. Even if you were using wired wifi, the same principle applies because there's electricity flowing through the cables, so it's a simple matter of measuring how is the signal affected by earth's magnetism.

True GPS doesn't require any network. Your phone use AGPS (for Assisted) which loads data about the satellites from internet.
