Why would throttling upload affect download speeds? My nas and seedbox route to internet is throttled to 10kbps upload, it still downloads fine. And LAN is obviously gbit up/down.

Because with TCP, it will send more packets once it receives and ACK packet stating the previous packets arrived safely.
For example...
Send 1 packet. ACK sent pack. 2 packets sent. ACK saying both packets arrived. 4 packets sent. ACK sent back saying 4 packets arrived safely. 8 packets sent. ACK doesn't say all packet packets arrived safely.
So then the sender starts over sending less packets.
Every time there is a bad packet, no ACK received back, the sender sends less packets.
This is how real bandwidth throttling is done...
You block the ACK packets, so the sender sends less data at once.

here in sweden the municipality owns the company that runs the fiber infrastructure for a fair price and allows any company to establish and rent space to compete with the rest, this way the private companies cant buy out the rest and jack up prices to rip off the customers cus the municipality owned company has basically set the price cap and everyone would just switch to them if the private companies raise their prices too high.
it's a bit different for mobile phones and stuff, but companies can build cell towers and sometimes they rent out space there to others (doesnt happen too much sadly) but the regulations make sure there is plenty of competition between them and prevents monopolies and also oligarchies since our market is far more open to scrutiny
and we have very influential consumer ombudsmen available free of charge in every municipality you can contact if you feel a company is ripping you off.
