Sup guys, I recently got a Coolermaster Evo 212. I'm using speedfan but I can't make it spin less than 760~ RPM which is around 35% pwm. Even if I set it to 0% it doesn't go any lower than that.
I was looking for a case with better airflow and case fans to make my pc as quiet as possible, but if I don't have full control of my CPU fan beforehand it'd be useless.

Use zalman fanless heatsink.
If your cpu fan is making noise at 700rpm you have a garbage fan. 212s ship with shitty sleeve bearing fans. Replace it with a noctua or something else with a liquid bearing if you want silence.

it's not noisy but definitely audible (I use my pc for music mostly so I want it to be quiet) at 760rpm my cpu is at 40 degrees in idle in summer and I don't even have a single case fan. I think that lowering the rpm a bit more and getting a couple of case fans to run at a similar speed would be a cheaper solution... what do you think?

PWM fans usually have a minimum speed they can reliably maintain and are set up to not run any lower no matter what you set your controls to. If you want to run the fan you have slower you'll need to control it by adjusting the voltage. Your motherboard may be able to switch to voltage control or it might have a voltage controlled 3-pin fan header to use otherwise you'll have to get a controller or a fan that can operate slower with PWM.
