1. Start with a clean install of build 1607
2. DONT CONNECT TO THE INTERNET DURING INSTALLATION
3. LOCAL ACCOUNT not Microsoft
4. On the "Get going fast" screen, choose CUSTOMIZE
5. Go through the screens, turn everything off
6. Cortana - NOT NOW
7. When you get into Windows DO NOT CONNECT TO THE INTERNET
8. Disable/remove all the live tiles from the Start menu
9. Settings-Personalization-Lock Screen - change from spotlight to a picture
10. DISABLE get fun facts on your lockscreen
11. CORTANA LOCK SCREEN SETTINGS - DISABLE use cortana while device is locked
12. Settings-Personalization-Start. DISABLE occasionally show suggestions...

14. Copy over Spybot anti-beacon, use it to disable cortana
