A war vet gave me 2 CDs and said that he couldn't ever get his pictures off of them and he would like to get them off so he could see them again (These are his pictures from when he was deployed)
All I've been able to tell is that they were made in Roxio and I haven't been able to find a free program that could read them

Try photorec. It generally does a good job of recovering whatever is left of damaged media, as long as the files you are trying to recover are images.
