I use PiA to protect myself from the NSA. I use NoScript, uBlock Origin, HTTPSEverywhere, and disconnect to protect myself from the botnet. I run Arch to protect myself from Microshaft (although arch isn't Stallman approved, so I need to switch)

Since it mentions 280 VPN clients that are flawed, it's a pretty good chance that (your) VPN has something you should be concerned about.
The CSIRO is a federally funded research body. I'd say that they don't name names because they can't be bothered with libel claims. It's likely just a 'here's what we found, be more cautious' report than specific name and shame. Hopefully they release their entire report and methodology.
