...you realize it's because the mouth movement matches the Japanese audio, not English.

Unless it's just shitty rushed animation like half of it is, in which case they didn't give a fuck.

No it doesn't. No one draws mouths anymore, just an open and closed frame, and the characters flap their mouths somewhat in sync with the dialogue. Turn off your subs and you'll see just how bad it is.
