An API is how programs talk to each other.
Firefox is deprecating the old APIs that extensions used to do stuff, and replacing them with a shitty clone of the way Chrome does it. The result will be that Firefox extensions won't be able to do everything they used to be able to do, and they won't even be able to do all the things Chrome extensions can do.
