It's similar to root, giving access to ios' version of superuser but because of how ios is built it cannot do nearly as much. It is more limited in capability, jailbroken or not

Soemthing Android can do right out of the box

You're still bound by the inherent restrictions of iOS, like you can't make apps access the file system. Also, rooting doesn't usually compromise security, while JB relies on security holes in order to function.
