Windows already has PowerShell. Its problems are much worse than lacking a decent shell.

Most people doesn't care about ethics, they just want to get stuff done.
Bash on windows will only be a benefit to developers who are forced to use windows for some reason.
The rest will not start to use a terminal at this point, it doesn't aid them in going to facebook or whatever normies do with their time.
There is so many people who sit at a computer all day doing tasks that are so simple they could automate them if they just knew how.

Windows will never be a platform where they will do that.
