Two different languages kiddo. And in my opinion, only if they're capable of learning the lessons that those languages teach. You can still be a mediocre programmer with surface knowledge that writes in these languages, if you don't delve deeper into what they're capable of and why they're used.
Learning C should be about learning how computers work at a low level, not just the language.
