Is there a better DE than gnome for managing multiple virtual desktops? Why does gnome always need to have one free empty one? It's dumb.

I use KDE.
KDE has a fixed number of desktops (although easily changed and an extra dimension of desktops if you want to use that).
You can display them all like in the OP's picture, drag windows around or go to a specific desktop from there.
Kwin allows you to set rules so eg, your browser is always on 1, your editor is always on 2 and your output is always on 3.
I have not found a better DE for virtual desktops.

It always needs a free empty one so you have a fresh one to switch to. I've only liked workspaces in GNOME or tiling WM's

I have a script, that goes over each desktop, makes a screenshot and then stiches the screenshots into a signle big one.
Most of them are empty, because I don't have a lot of work today, just some code reviews. But often I need to switch quickly beteween 2-4 things, and have like 20-30 terminal windows scattered all over.
