You sound dumb. First, knowing only one language isn't recommended, so OP can't really go wrong with PHP or any other choice. Second, what about PHP isn't modern? Like all languages it's always being worked on and updated. It's been a stable language for years. 5.0 made it a hell of a lot more secure and 7.0+ is doing some really cool things. You can write a shitty PHP program the same way you can write a shitty Python program, etc. Supports async as well. Even cloud services are programmed in PHP.
I dont know speak very good english, and i seeking some good page, or better some project of php ? i dont know, some aplication on creating program, or some curs free on web, something ..

You can write PHP with a simple text editor like Notepad++, Sublimetext or (if you dare) Vim, Emacs.
There are "IDE"s with more features, PHPStorm is free if you are a student. Or Eclipse with PHP addon.
Install a webserver on your computer and install PHP. You can do that with XAMPP, for example. Then start writing code.
Look at examples, tutorials, take a look at the PHP official documentation. Learn as you go.
