i've watched some of the clasroom lectures on youtube like the Professor Ng series and taken a few coursera classes but none of them are as interactive

Just continue watching Andrew Ng's Stanford lectures, and do the homework on the class page. You only need basic calculus and linear algebra knowledge, and you don't even have to be very good at the math.

Tensorflow docs are well written. Just read them.
Why is it common to see Deep Learning packages for python? Wouldn't C++ be the language of choice when you have large data sets and a high volume of computations to do?

Because the calculations are mostly done on the GPU, so CPU speeds make literally no difference due to latency.

If I want to use TensorFlow on windows am I fucked? I do basically all my programming through cygwin nowadays. But I keep seeing stuff saying that TensorFlow won't agree with that.
I'm on Windows 8.1
