What's the maximum recommended CPU voltage for overclocking on air coolers? ~1.3v?
You can't do 1.4 on Skylake anyway without damage in the long term so just do 1.35 or whatever

The voltage supplied to your CPU is only a single factor in a what determines heat output. There's way too much shit to consider to suggest a hard limit on voltage itself.
Like everything else in overclocking, you won't know what your maximum overclock will be until you go through all the monotonous motions involved. You also won't know what your limiting factor is, be it VRM's, silicon quality, or indeed thermal runaway, until you've reached that point. Even then it isn't always clear what the root cause actually is.
