I cheaped out like you did, received an Indian copy and it was covered in literal shit residue, I wiped it down with alcohol and it had brown crap on it that wouldn't come off.
The paper stock was probably the worst I've ever seen, I just threw it out and claimed I never got it.

also as far as contents go, it seems like the international version is nearly a clone of the us, so that's good
be careful with cheap copies. i've heard there are some pirated copies out there printed straight from dodgy ebook versions with typos and bugs. i've downloaded copies of this book with errors not in the original and i'm sure there are paper copies out there with that same problem.
anyway, "21st century C" (2nd edition) is actually a pretty good modern take on the current C ecosystem. K&R2 mainly deals with ANSI C, which is good, portable and a solid foundation from which to start. however, 21st Century C takes a more pragmatic approach and discusses topics which aren't strictly C but still have value. it talks about real tools, compilers, packaging and libraries. it goes beyond the basics and introduces the reader to patterns, tricks, idioms and practices popular among C users today. ideas that have evolved over 40-50 years programming but aren't easily summed up and presented by typical intro texts.
if you want to get started and you're already familiar with some aspects of programming, K&R2 is a great place to start. if you want to go deeper and read about the hows and whys of real, current production code, i recommend 21st Century C.
