How do you permanently delete something from your hard drive?
I've heard of Command Prompt's Cipher but don't think that is exactly what I'm looking for
overwrite the same sectors it occupied (not the same as overwriting the file)

By installing gentoo

Is there some program I can use?

Dban and start again

yes.
# dd if=/dev/zero of=/dev/sdX bs=4M && sync
dd with zero

Do I do this in Command Prompt?
As you can probably tell I have no idea what any of this means
By putting the hard drive in the microwave.
Just set it to 90 minutes and you'll know when it's finished.

Should I coat the pan beforehand so it doesn't stick?
