AFAIK, no GPU can function as a PCIe root complex, so you'd have a hard time accessing meaningful storage or IO without an attached host.
Even if you could squeeze a bootloader, kernel, etc. on the tiny local ROM, you'd still have a system that was complete shit at general computation though.
