It just alternates back and forth between the NO sign and an orange cat.

I don't get the quick setting stile with the cat mini game :(

Once you've activated it (orange cat), you must edit your quick settings tile to add it to the active tiles. Then the tile initially says "empty dish" and when you tap it, you can chose some food to put in the dish. Don't know what happens after that.
