Alternatively, super glue a BB from a BB gun to the inside of the valve cap and screw the cap back on . It'll give them a slow and steady leak that they won't be able to find.

Put some oil on the tires. Most gas caps are either opened only from the inside or have a lockable cap so stuff in the gas tank isn't as easy these days. You could also snip the brakes, don't fully cut the line or they will notice at 3 mph, after some use of the brakes the master cylinder will shove out enough fluid to make the brakes useless.
