Walking around downtown Seattle I saw a denser concentration of homeless people than I've seen in any other place on Earth (I haven't been to San Francisco though).

Seattle has a huge homeless population because we're in the "sweet spot" of taking enough care of homeless people so that they don't die in the winter but not supporting them enough so that they stop being homeless. That and the fact that you there's less of a chance that you'll die being homeless in Seattle than other places means a lot of people just show up here. Just don't go to downtown Seattle desu.

-Singapore is a city. It is probably the most advanced of all cities, as it is also a country. Not that many other cities are completely functional and independent countries.
-In terms of technology from a personal perspective (which city has the largest number of internet users+smartphones+PCs, etc etc), probably Tokyo or Seoul.
-In terms of infrastructure, it is probably Dubai. Maybe one of those Northern European cities trumps it, probably not.

Oslo isn't all that technologically advanced. It's not any more advanced than other Norwegian cities at least.

The problem with having technology is of course that you put it in for a say, 30 year period, and it becomes obsolete in 5 years. So you only want to put in technology that is still useful when its no longer cutting edge.

Their refurbished PS Vitas and 3DS' are very reasonably priced. There are Retro gaming stores and while they're cool as fuck, the games and consoles they sell are 2-3x the market price.
Used laptops are expensive as fuck over there though, again ThinkPads are selling for 2-3x the market price with worn as shit touchpads and keyboards.
