The Windows NT kernel isn't even that bad and it doesn't really implement DOS or any other legacy behavior internally. To it, the partitions are something like /Device/Harddisk0/Partition1/.

But since the rest of the system has to follow DOS conventions (inherited from CP/M) for the sake of applications, it instead presents files to the userspace as DOS-like logical drives, with special APIs for just about anything else --- even though there is a unified hierarchy just inside the kernel for them.
