Not OP but I am using HTTPS Everywhere. The question is: WHY is HTTP still accessible when HTTPS is turned on?

Cloudflare is a CDN, the SSL certificate is provided by them because when you visit the site the content comes from cloudflare servers and not the 4chan one.

No good reason. CloudFlare supports it just fine, h2 only works over TLS, and CloudFlare uses h2 as a backhaul if you support it. Performance is much better and it doesn't cost you any more.
Because imageboard pages have text, css, js, and - importantly - a lot of thumbnails, http/2 benefits them considerably.
