Rotary tool. The tool you want is called a rotary tool. Dremel is a brand, and while they are the one that really set the standard for the collet and the accessory neck(3/4 x 12) sizes, they're far from the best choice. Check em out on Amazon or a local store, basically everything short of Harbor Freights cheap one(they have two) is a decent option. You can stall the motors on any of them, although nicer ones(Basically more amps/watts) will be harder to stall.
Oh, but like, thirty bucks for the Wen one on Amazon I think? Black & Decker maybe?
Don't listen to the Dremel-tards in this thread. What you want is a standard drill, a jeweler's saw and sandpaper. That is what you need and all you need. Getting these quality tools will cost you much less than a shitty die grinder. Don't fall for the multitool meme, get tools that do one thing and do it well. Dremel machines are toys that are shit at everything, including being a die grinder.

You first drill a hole inside the rectangle you wish to remove. You remove the blade from the jeweler's saw, insert it through the hole that you drilled and reattach it. You then trace the outlines of the rectangle with the jeweler's saw. You then again remove the blade from the saw and use sandpaper to get the desired finish.

Not even kidding, drill or punch holes in the corners and then slice them with a crafting knife. Works pretty well on softer and thinner materials.
