Few years ago I would have said GTK, but given their attitudes to getting fuck all fixed like proper scaling I'd go Qt now. A few DEs are moving or planing to move over to Qt. LXDE are almost done moving over and Unity 8 will be all Qt.

They do not compare. GTK+ is a graphical UI toolkit, Qt is a general library that also includes one that of UI.

If you are going to compare GTK with something, compare it with things like EFL, IUP, JUCE, Nana, wxWidget etc.
