Keyword: same specs. If you match up a console to a pc with the same specs, obviously the console will run games better. It's literally built to run games, background processes are minimized as much as possible on a console since you won't be doing anything else when playing a game. On a pc there are many other things running while playing games.

background processes don't mean shit actually. it's all about api overhead and console apis (used to be) built very close to the metal, allowing the devs to do more shit with shitty specs. as the apis on PC improved, the api overhead gap closed and it's all just about the same nowadays.
