Eclipse CDT is the only serious open source IDE with Linux support. It's pretty bare bones by default, but it has extensive plugin support.

It's been awhile since I've used it, but when I used it in the past it only had the simplest of features. While I do seem to recall it having plugin support, it didn't seem like the code blocks plugin community was very active. Eclipse has a plugin downloader built in to the IDE and tons of plugins for everything from themes to vim keybindings to version control (ie. git), to other programming languages. It also comes with an extremely customizable code formatter. It's basically an open source equivalent to an Intellij IDE
