I think your text book is talking more along the lines a computer network used in a business setting. You are thinking of p2p file sharing network being scalable.

It's 100% true. P2P has been tried for gaming and other shit and it rarely works well. Just think about torrents work: Terrible if the leechers are vastly outnumbnering the seeders. That's not something you want to professionally deploy which is why even Linux distros have it as an option alongside pulling it from a dedicated server.
