osx, windows, it doesn't matter. pick one, make sure your computer isn't shit, buy a good interface, you'll be fine. if you want to use protools then obviously go with a mac. i can't vouch for ableton enough however, and it is indeed an industry standard of sorts among a shitton of popular musicians. but the choice is yours.

as for op, it depends. this would be fine for module-based tracking (.mod, .xm, .it, etc, look into it if you're unfamiliar). no idea how old that thing is, but if it has a sound blaster card, it might use OPL3, in which case you could do some really really neat FM tracking. as far as "modern" production? no, probably (definitely) not.

When it comes to advanced midi mapping it really knocks windows out of the park.

though if you're not good at computers (most people aren't) a mac is a safer choice for music.
