Well both sides are pretty unclear. I would say Android contains Linux for it's low level operations. Or Android was build on Linux. But saying Android is Linux might be a bit too much.

It's pretty hard to compare Linux with Windows. Comparing Linux with the Windows Kernel makes more sense.

I think Linux wins in the kernel department in general usage and looses in the GNU/Linux part.
