If I can view it in the browser, there's no damn excuse to redownload it. It doesn't always happen of course, but it happens A LOT.

Usually it's because the server specified an immediate expiration for cache (which is fucking stupid).

I wish there was an option in the browser to tell it to ignore cache expiry times, but as we all know, mozilla is now hellbent on removing any possible useful features, so they can make the browser as shitty as possible.

Try setting check_doc_frequency to 0 or 2 and see if the problem persists. If the problem goes away, it's likely what >>58533311 pointed out and you'll have to work around it somehow. You could save the files from those sites without loading them in the browser first to avoid it. Be sure to set the option back afterward since it'll break pages that update frequently.

Otherwise no idea.
