Better written ones wouldn't. Also, better written ones would basically show one target per frame, and rotate through the targets. So your frame rate affected the number of targets, which is one of the reasons the games were so limited, and why they moved to other techniques.

pulling the trigger told the software to start the hit detection routine, which boiled down to making the target turn into a bright white square and then determining whether the lens/sensor was pointed at it.
because TVs were all CRTs with established timings (e.g., NTSC was 483 visible rows from 525 scanlines total per 59.94 Hz frame), the gun could look for periodic light signals and know which bright square if any was being aimed at.
